Description
Whenever a new Application is inserted, if the Fee Method field is blank and the Applying To field is set, this class will set the Fee Method and Pay Upfront fields using the corresponding fields on the related Program Plan.
If the Application does not have a related Program Plan, the default Program Plan for that Program is used.
