Faculty using Lightning Platform Starter & Cases

Let's say in your scenario you need Faculty/Teachers to assist or resolve Student's Cases.

If your RIO Faculty Users are utilising a Salesforce Platform Starter license, they will not have access to Case.

In order to give them access to Case, you need to implement a permission set defined in this article.  Note that you require an additional Salesforce License called Company Community to be able to create the permission set.

According to this article, when a customer purchases Lightning Platform Starter they will get a Company Community Permission Set license in that org.
