Why Fee Lines cannot be created or updated?

And why the error "Cannot add Fee Lines to a locked Student Fee" appears when trying to enroll a student?

Resolution

This is likely due to the current date being over / past the census date (final date for enrolling/unenrolling from a Course).

When this occurs, the Student Fees and Fee Lines will be locked. They cannot be edited, and Fee Lines cannot be added nor removed.

If there is an action that leads to creating/updating a Fee Line record (such as enrolling), the error would appear, since the fees are now locked.

You can do so by changing the custom label's value named "FL_LockedFee_TDTM_Cannot_add_Fee_Lines_to_a_locked_Student_Fee".
